Because market EAs are binded after activation. You cannot use them on your home computer unless buying the full version from the vendor and activate it by yourself.

But DigitalForex is a good VPS. I just compared it with the most common VPS in this thread: https://www.forexforum.co/threads/vps-to-recomend.2219/page-2#post-14464
And you MUST have a VPS to trade Expert Advisors unless you live right next to your forex broker

I am looking to have an EA built based on the Hamster Scalping program. (I have bought the Hamster Scalping program but am dissappointed in a number of issues with the program that I wish to modify.)

Does anyone here have the ability to build an EA based on Hamster but with modifications?
