There is no need getting an ea source code.
All you have to do is study the strategy and how the EA trade and ask for a programmer to code the EA for you afresh from scratch. This way, you will have your own legal EA.

The new build comes with a compilation system that is very difficult to decompile. It is unlikely that you will be able to find a decompiler
